The new headquarters for the North Carolina Department of Health and Human Services consolidates state agency operations onto a single Raleigh campus designed by LS3P. The building pairs a glass curtain wall and slim vertical mullions with stacked open stairs and shared landings, encouraging movement and connection across floors. I photographed the project across three days, working between exterior, interior, and dusk to document how the space functions and how it shifts through the changing light.
